Replacing a chain link fence, need to bury the bottom with tree in the way?

I moved into a place with an existing chain link fence in terrible condition and my dog gets out. I need to bury the bottom as my dog discovered that if he dug sightly he could escape. The trouble is that there is a birch tree about 2 inches from the fence and a large bush close there to as well.

You can purchase hold down stakes that work like a big staple to hold the fencing tight to the ground in the areas you can’t bury it. The dog will have to dig a complete tunnel to get under it. If you like, put the stakes, or any kind of rods, close enough together in those areas that your dog can’t get between them even if he does dig.
